Drew Noyes, chairman of the Pattaya City Expat Club, was called on by city officials to find photos and historical accounts of the times spent in Pattaya by former United States Vietnam War veterans who were stationed in the Pattaya area in the years of 1964-72 to help host the first offical visit of Crown Princess Maha Shakri Sirintorn to Pattaya.

Drew Noyes (center) and four retired US soldiers presented Her Royal Highness with a beautifully bound Memory Book including the best 50 pictures and some written historical accounts by US military servicemen of their wonderful times spent in the then ‘quaint little fishing village’ of Pattaya.

Through members of the Pattaya City Expat Club and the U-Tapao Reunion members, hundreds of old photos were found and printed for display for HRH’s visit.

Drew Noyes, Sermsakdi Sabhanan and the four soldiers presented Her Royal Highness with a beautifully bound Memory Book including the best 50 pictures and some written historical accounts by US military servicemen of their wonderful times spent in the then ‘quaint little fishing village’ of Pattaya.

Pattaya City Expats Club elects new board

Pattaya City Expats Club PCEC held its annual general meeting on July 4. Due praise for all his work, leadership and untiring efforts over the years was paid to Drew Noyes, the retiring PCEC chairman, who then gave a brief review of events and before handing over for the election to the acting secretary.

In his report on the year’s activities Allan, acting secretary, stated that the club had continued to grow through the year both in numbers and stature. He said that it had become recognized as a vital force in the local community, in the Banglamung amphur and in the province of Chonburi.

The good-standing of the club has been established through the many activities that members (as groups within the club) have attended or been involved in. The widening of club activities has involved the continuing help in obtaining driving licenses and now Thai lessons and has been achieved principally through the personal efforts and connections of our club chairman Drew Noyes.

The website has continued to grow with more submissions from Richard Smith and others constantly updating the information on many topics, primarily on the ongoing changes in visa requirements.

The club has continued to give its support to many local events and was, again through the good offices and involvement of chairman Drew Noyes, the prime organizer of the foreign contribution to the Loy Krathong Festival. This being a first for “foreign” representation at a previously “all Thai” Festival.

Whilst many people have contributed through the year to keep the club as active as it is, many may still not realize the great contribution that Drew has made by allowing his staff and office facilities to be utilized on a regular basis to organize and carry out these many tasks during his term as chairman. In the wait for the results of the election Drew did what he is best at and what the club will miss when he ceases to be the MC; he continued to keep the meeting flowing with ad hoc items and introduced new members and then asked if anyone had any comments or questions from the floor.

Government officials to clarify foreigners’ confusion on vital issues

The second meeting of the steering committee for a Cross Cultural Conference scheduled for March was recently held between members of the expat community and representatives from various local authorities. Thai governmental and administrative organizations were present along with representatives from the foreign resident population.

Drew Noyes and Bruce Hoppe (back row center and left) and the steering committee for a Cross Cultural Conference scheduled for March met with local officials to plan the agenda of the meeting.

The Cross Cultural Conference will aim at improving mutual understanding between Western and Thai culture as they pertain to everyday life, business and how different nationalities deal with emotions.

Those attending will include department heads and elected officials who will help foreign residents to better understand the new changes in regulations for visas, the new privilege cards for VIPs, legal requirements for construction, and land ownership.

Chairmen of the Pattaya City Expats Club Drew Noyes expressed the desire to form an official Expat Association in April in order to provide a greater base for interactivity and cooperation between the foreign community and government departments as well as Thai society at large.

The March conference will include representatives from the Ministries of Foreign Affairs, Transportation, Commerce, Labor, Justice, Culture and Public Health, the Royal Thai Police, Immigration, Department of Labor, Intellectual Property, Business Development and the Board of Investment who will give first hand information about various issues pertaining to foreigners and reduce confusion about hearing it second-hand.

This year’s Pattaya Carnival to go international

Will reflect global cultures, traditions, lifestyles and commerce

Pattaya Carnival 2007 is scheduled for May 4 to 6, with the avowed intent being to attract international visitors to the city and to make this a more international and exciting event than it has been in previous years.
Deputy Mayor Verawat Khakhay chaired a meeting of the organizing committee on January 11. Amongst those taking part were Pratheep Malhotra, managing director of Pattaya Mail Publishing Co Ltd, Thanet Supornsahasrungsri, president of the Pattaya Business and Tourism Association, Kamlar Benjawanich, chairman of the Pattaya Isaan Club, and Drew Noyes of the Pattaya City Expats Club.
Verawat said that May 5 will see a parade of floats, and that shows at Bali Hai Pier and stands selling international goods would be the main attractions.
Pratheep has been appointed the main coordinator in foreign matters, and Noyes will be in charge of organizing attractions designed specifically to draw in the foreign visitors.
This year’s carnival is being deliberately angled in a more international direction, as it was felt that in previous years the event had too local a flavor and too many local participants to generate mass interest in the foreign markets, or indeed to call itself a genuine carnival.
Pratheep said that as it would be difficult to try to create a Rio-type carnival, Pattaya Carnival should reflect international culture, traditions and lifestyles, with a little commerce thrown in for good measure.
Along with making the carnival of interest to overseas visitors, the event would present the best of Thai products by bringing top quality goods from the four main regions to be placed on display.
Pratheep also said that the public relations campaign must generate interest by showing potential visitors this is a genuine carnival and by putting out extensive information on the daily activities.
Verawat said that a further meeting would be held in February to agree on the details so they can be publicized well in advance. He said that foreign embassies in Thailand would be contacted, requesting them to coordinate with their respective cultural ministries and chambers of commerce to assist in bringing cultural and carnival dance troupes and exhibition groups to participate.

Everything you ever wanted to know about registering births, deaths, marriages, divorces, wills and testaments, house papers and id cards…but were afraid to ask

The Pattaya City Expats Club (PCEC) at their meeting on the Sunday 6th May at Henry J. Bean’s were given plenty of information regarding the government services provided by the Nai Amphur’s (District chief’s) Office. These of course are only a small part of the work and role of the Nai Amphoe and his office.

Drew Noyes, no stranger to the PCEC, was both MC and main speaker and, with the aid of a computer presentation, led the members through the essentials of a number of services provided by the district office and other government offices.. Having surprised everyone with a few facts and figures such as in an area of 727 Sq. Km the 77,000 registered residents only gives a population density of 100 people per square kilometre. These of course are only registered people; Khun Sermsak suggested that the more likely number of people living here was around 500,000.
That being so Drew explained how a Thai partner could register their new address of residence. The person must register within 15 days of relocating by presenting a copy of the housebook to the district office in Banglamung together with their ID card and a letter giving power of attorney from the owner of the residence to be put on the housebook. The fee for this service was the mind-blowing 5 baht! It was pointed out that there is now a service available to transfer the address via an automated system. This only takes 15 minutes assuming the addresses are on the database and costs 10 baht! Any Thai failing to make these changes of address within 15 days can incur a fine of 1000 baht.
For the Foreigner or Thai it is essential to register births and deaths. For births, either parent can register the birth providing the house registration book, ID of the informant and the birth certificate from the hospital are presented within 15 days. Again failure to do so will incur a 1000 baht fine. With regard to death it is slightly different. If someone dies in their home then the owner of the house or the person who found the body must notify the authorities within 24 hours. If someone dies outside the home e.g. through accident, then it is the first person who found the body – which might explain the reluctance of people wishing to get involved!
Marriages must be registered to make them legal no matter what previous ceremonies have been held. Copy of the house registration book, copy of passport or ID, a letter of assurance from the embassy that the people are free to marry. Translation for the Nai Amphur’s office. Again a mere 200 baht for this service.
Assuming things do not go the way they were planned and the marriage breaks down it is possible to go to the Nai Amphur’s office and obtain a writ of divorce. If the two parties are agreed then it can be done there and then if that is not the case then it could take as long as a couple of days to obtain the divorce. ID/passport, marriage certificate and a letter of divorce or agreement of divorce from the court are necessary.
For those not blessed with children or those who wish to adopt, an ID card and letter of approval authorizing the adoption of the child from the agency of adoption are needed.
For Thais wishing to make a will there are in fact 5 types referred to as 1. Normal; 2.Self Written; 3. Official wills written at the district office; 4 undisclosed (secret) wills not open to the pubic till death and 5.verbal (dictated) wills.
For foreigners these can be in English or Thai. Living wills are perfectly legit here and the contents will be honoured.
For those contemplating the setting up of a bar or place of entertainment again the essential piece of paper is the house registration book of the premises. Whether it is within the entertainment zone basically between Beach Road and Third Road and South Pattaya and North Pattaya Roads and the short stretch of Naklua Road, then an entertainment licence can be granted. But of course all this is in a constant state of flux and even the Nai Amphur himself has said that this is one of the most difficult parts of his decision-making! All other licences for liquor etc. have to be acquired from Sri Racha at the 6th floor of the Laem Thong Building and no matter when the licence is granted they all terminate at the end of December each year!
To round off the session Drew explained the Land ownership certificate and how it provided proof of ownership without “searches”. A suggestion made was that by putting a mortgage or lease on the land then it will stop anyone from selling it without your consent and hang on to your deed! Sounds sensible.

Expat community initiate plan to hold a Cross Cultural Conference

Agenda to include foreigners’ legal rights and requirements for living in Thailand

The first meeting of the steering committee to organise a Cross Cultural Conference was held November 27 at the Grand Sole Hotel. Representatives from various local governmental and administrative organizations were present along with representatives from the foreign community and local citizens.

This is the first-ever attempt at such an undertaking to help bring together in harmony and mutual understanding the Western and Thai cultures as they pertain to everyday life, business and emotions. The proposed seminar would address concerns of foreigners living and working in Thailand about their legal rights and requirements for living in Thailand.

Drew Noyes, chairman of the Pattaya City Expats Club and Niti Kongrut director of the Tourism Authority of Thailand, Central Region 3, chaired the meeting and requested those present which included members of the public and private sector to identify the main areas of concern.

It was proposed that the conference should take place in March 2004. Representatives from the ministries of foreign affairs, transportation, commerce, labour, justice, culture, public health, interior including the Royal Thai police and Immigration Department would be invited to attend to give first hand information about various issues imperative for foreigners to understand without the confusion of hearing it second-hand.

It was also emphasized that the conference would not be aimed at “changing” either group’s cultural expectations or structure, but promoting a better understanding of each other’s way of life.

Some other ideas for action and implementation included the possible creation of a one-stop assistance bureau and a library of information available free of charge to foreigners at a convenient location.
